Where do we go for definition of liberty and law

Where is the law that should have protected my daughter? I bellieve having the liberty to love anyone of any sex, creed, color, or sex is a beautiful cause for freedom and liberty, but because we are an infallable society the law must place limitations on that liberty. When my 15 year old daughter became involved with a 28 year old woman local law enforcement was unable to help us. I was told since her partner was a woman that sexual contact could not be proved, therefore she was not treated as a predator. Is an adult seeking out intamacy and sex from a child not a predator irregardless of gender? Our society has evolved to a day when stalking, hitting children, and all rapes are recognized and subject to due process. These movements were created by victims and families who fought for them. It is too late for my daughter, her life will never be the same, I want a fight for the definition of the law, I want justice restored, and freedom respected. Could someone point me in the right direction, someone please talk to me. As a person this woman is responsible for her actions, as a mother I am responsible, as a community and country we are all responsible. Marla Hogan
